The HCP Team - Process

Establish the need

Undertake Service reviews, Estates reviews, trend analysis, activity analysis, evaluate the practicality of the perceived strategy and feasibility.


Capital Planning

Review the Estate, Estates Strategy, DCP and the Estates Backlog Maintenance and Spatial Constraints. Review Project Impacts on Timelines.

Provide the Structure and Methodology to manage the process

Instigate the Project Boards, Financial Reviews, Project Teams, Project Sub-Groups, Master Plans – set key milestones and manage the links with internal and external stakeholders.


Manage the Procurement of Designers and Specialists on behalf of the Trust

Comply with SFI’s and Tendering Procedures, Capital Investment Manual Procedures, Briefing Notes, etc. Apply and undertake Post Contract cost control, manage the IM + T implications for the Project. Set out the Post Project Evaluation Criteria including the measurable Targets. Manage the PPE process and reporting process to NHS estates.

 

The HCP Team will:


Manage the design processes on behalf of the Client

We will ensure these important elements are managed to programme and brief. Regularly check cost planning reporting and ensure the design remains within the agreed cost limits. Value management, optimizing cost and functional relationships. Manage project related risks inherent in the design process.


Manage the Business Case (SOC/OBC/FBC) process on behalf of the Client


Ensure the Case is clear, well structured, meets the requirements of the local SHA & CIU Offices. Undertake an effective option appraisal and benefits analysis for financial and non-financial aspects of the project. Consider and advise on funding submissions and procurement strategies.

Manage the implementation/ Construction Phase

- Programme + Time Management
- Cost Reporting + Cost Control
- Quality Management – Compliance to specification/vigilance on site and
proactively to achieving a resolution.

Completion/Handover and Commissioning

Work with the Trust to identify and manage the procurement and timely delivery of Furniture and Equipment and integrate this aspect of a scheme with the overall project management process.

Commissioning – non-technical commissioning includes people and departmental relocation management. IT/Voice & Data liaison to ensure swift painless transmission of services.

Estates/Security, Insurances and general management of these important aspects of the New Facility – Closure of an existing facility.

Set the Post Project Evaluation criteria including measurable Targets.
